During a routine
training exercise, the American submarine Manta collides with a Russian craft,
and Captain William Arlington faces a court-martial upon his return to the U.S.
But the trip home is about to be cut short. A band of terrorists, under the
control of the charismatic, media-conscious Koba, have hijacked another Russian
sub. Now, Arlington and the crew of the damaged Manta must fight to prevent the
terrorists from reaching American waters.
